Thesis/Comparison Statement : Lincoln supported a lenient plan for reconstruction, but when Johnson became president his policies allowing former Confederates into Congress and by vetoing important bills, aggravated both the moderate and radical Republicans in Congress, which in turn caused Republicans Congress to start playing an active role in reconstruction, who, in the beginning, took a more radical approach to reconstruction.

What would happen to high ranking Confederates ? |
Once a small portion of the ex-Confederates swore an oath to the Union, they could stay politically involved in the United States, this was also called the Ten Percent Plan |
Johnson never intended to have high ranking Confederates ever be allowed to re-join the Union as a citizen |
They would not be allowed to hold office once their state was re-admitted into the Union |
How much Civil Rights would African Americans receive ? |
Lincoln would not plan to give African Americans Civil Rights |
Although an abolitionist, Johnson was extremely racist and did not intend to give African Americans the right to vote, he pardoned over a dozen thousand white men so that they will repopulate the South. |
African Americans were given the right to vote, and their votes were important to the Republican Party in the election of 1868 |
What would happen to formerly Confederate States ? |
